This position will receive a 3% percent cost of living increase effective January 1, 2025. The new salary range effective January 1, 2025, will be:
Senior Electrical/Instrumentation Technician $48.09 - $66.19 hourly.
Under general supervision of the Electrical/Instrumentation Supervisor, a Senior Electrical/Instrumentation Technician coordinates and leads electrical/instrumentation technicians. A Senior Electrical/Instrumentation Technician also performs the more complex work related to the installation, maintenance, calibration, and repair of a variety of process equipment, electrical, electronic, and mechanical equipment in support of the District's water treatment, distribution, collection, reclamation, and composting operations.
The recruitment process will consist of an application screening, 1st round (structured) interview, and 2nd round (selection) interview. The tentative date ranges for the interviews are listed below:
1st Round Interview Date Range: February 3 - 6, 2025
2nd Round Interview Date Range: February 10 - 13, 2025
Candidates will be notified of their status in the recruitment process via e-mail.
Leads the instrumentation and electrical work performed in various District operations.
Meets with the Electrical/Instrumentation Supervisor to coordinate work and work scheduling with other activities.
Utilizes Computer Maintenance Management system daily. Plans, prioritizes schedules and coordinates emergency and regular repair maintenance and preventive maintenance work; prepares work orders, assembles materials, supplies and equipment, assigns work, reviews work, and maintains written records of work performed. Adds new equipment, CMs, PM's, modifies work orders. Ensures daily work and costs are captured in the maintenance management system.
Insures adherence and compliance with safety and health policies and procedures as well as state and federal laws and regulations; trains employees and monitors safety practices; periodically evaluates worksites to insure safe conditions; attends all required safety trainings/meetings.
Analyzes electrical and instrumentation problems. Utilizes equipment maintenance manuals, drawings, prints, schematics, and/or GIS for troubleshooting solutions. Modifies same as required. Utilizes various computer hardware and software tools.
Performs many of the essential duties of an electrical/Instrumentation I and II including; corrective, preventive, and predictive maintenance, testing and calibration on analyzers, leak detectors, telephonic PA systems, fire systems, security systems, radio equipment, standby generators, personal air monitoring equipment, motor bearings, services, motor control panels, distribution panels, electrical components, instrumentation; screens, valves, gates, dampers, actuators , boilers, conveyers, HVAC, and other related equipment and appurtenances
Attends regular Operations/Maintenance and other meetings. Reviews open work orders and discusses status at these meetings.
Reviews and initials all E&I requisitions before they are sent to the supervisor. Provides feedback to E&I personnel on costs, and status of spare parts
E&I Interface for CIPs/IIPs and other district projects. Assists with Job walks, Engineering questions, and equipment installation when work is approved by the Maintenance Supervisor.
Performs work in a safe manner at all times; complies with safety and health policies, procedures and practices; attends and completes all mandatory safety training courses and events; and works to insure the safety of co-workers and the general public.
DEMONSTRATED KNOWLEDGE OF AND PERFORMANCE IN THE FOLLOWING AREAS:
- Troubleshooting methods and procedures
- Electrical components and wiring configurations used in industrial systems
- Testing procedures used to detect problems, including operation of test instruments
- Equipment associated with water reclamation plants; composting facilities; water treatment plants, pumping stations, lift stations, tanks, and building automation systems
- Understands water treatment and distribution, reclaimed water, composting, and pumping processes;
- PLC, SCADA and DCS troubleshooting, repair, and programming
- Safety practices and procedures including but not limited to; high and low voltage, lockout/tagout, confined spaces, and MSDS.
- Familiar with the National Electric Code, OSHA safe practices, and ISA standards.
- Principles and techniques of maintaining and repairing electrical and instrumentation equipment; electrical motors, switchgear, valve actuators, and other appurtenances
- Electrical components and wiring configurations used in industrial systems
- Plan, organize, prioritize and schedule work
- Diagnose malfunctions and determine effective courses of actions for correcting them
- Maintain and prepare work records and reports
- Work collaboratively and cooperatively in a team environment
- Establish and maintain positive, cooperative working relationships with employees, contractors, and vendors
- Operate safety devices and equipment and apply proper safety procedures in hazardous environments. Utilize safety practices and procedures including but not limited to; high and low voltage, lockout/tagout, confined spaces, and MSDS.
- Read, interpret, and update electrical drawings, schematics, and diagrams
- Perform competent electrical/instrumentation repair work on all District equipment, including the ability to recognize and troubleshoot malfunctions as and before they occur
- Utilize maintenance maintenance program and maintain maintenance records
- Sufficient eyesight to read fine plans and standard text and data;
- Ability to speak and hear at normal conversational levels in person and over the telephone
- Manual dexterity to write legibly and to use electrical test equipment
- Ability to lift and carry up to approximately forty pounds of plant equipment and materials on an occasional basis; and to reach, bend, or crouch to inspect equipment
- Ability to occasionally walk on uneven and slippery surfaces
- Ability to travel to different sites and locations
- Ascend and descend ladders and stairs
- Tolerate physical presence at height of up to 100 feet on catwalks and walkways of large structures
- Safely enter and leave confined spaces
- Exposure to outdoors and high noise levels as created by large process equipment
- Work safely with hazardous chemicals and substances

EDUCATION:
High school diploma or equivalent is required. College-level classes in electrical/instrumentation theory and practice highly desirable
EXPERIENCE:
Four (4) years of experience as an Instrument Technician and or an Electrician performing high and low voltage electrical work and maintaining computer controlled electronics and instrumentation in a water/wastewater treatment plant or an industrial setting.
REQUIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
A valid California class C driver's license must be maintained at all times. A CWEA Grade III Electrical/Instrumentation Certification is required.
DESIRED CERTIFICATIONS, LICENSES, AND REGISTRATIONS:
One or more of the following certificates are desirable:
CWEA Grade IV Electrical/Instrumentation Certification
State of California Grade III Water Distribution Certification
State of California Grade III Water Treatment Certification
State of California Grade III Wastewater Treatment Certification
California State Electrical Certification.
